Joel: The way I understand it, is that the US maintains an embassy in Ottawa, and consulates in other large Canadian cities. consulates and embassies do more or less the same Job, helping US citizens in Canada. Canada has an Embassy in Washington DC, and consulates elsewhere, I believe one is in Chicago. Your friend was probably on the staff of the consulate.
