    1. [SCTCDN] Post 1901 Census - Who is my Member of Parliament?
    2. Gordon A. Watts
    3. Greetings all. Judging from the number of messages we receive asking about it, there are a great many people in Canada that do not know who their Member of Parliament is. If you are in this situation check the following URL. http://www.parl.gc.ca/information/about/people/house/PostalCode.asp?Sour ce=SM If the URL wraps around in the message you receive, make sure that you include the whole URL. The end of the line should include everything up to the 'Source=SM' This URL will take you to a Government of Canada website where you can find out who your MP is by doing a search using your six digit postal code, i.e. V3C 2V9. The result when doing a search this way is a picture of your MP with both their Ottawa and Constituency Office addresses. Happy Hunting. Gordon A. Watts gordon_watts@telus.net Co-Chair, Canada Census Committee Port Coquitlam, BC http://globalgenealogy.com/Census en français http://globalgenealogy.com/Census/Index_f.htm Permission to forward without notice is granted.

    3. Hello again, Thank you all for responding on ways to find my grandmother's family. As I have no knowledge of the head of the household at the time, I imagine my last resort is to write for a birth certificate and hopefully come up with parent's names. A great list with helpful suggestions! Thank you! Judy

    3. Hi Judy, As Morgan mentioned, we would have to check the 1900 U. S. census, and that's not indexed on Ancestry.com. Minneapolis would have had quite a few enumeration districts, so we'd need something more to go on, like an address. 3. Another thought here.... Ancestry.com does have free trial memberships (usually 14 days) that you can access the census records through. Just be sure you copy down the 800 number and hours to call or they charge your credit card for membership the day it expires. Peggy >Does SKS have access to the U.S. census? 3. Hi! There would only be one census for that timeframe - the 1900 census. I believe Ancestry.com has the 1900 census online, but you need to be a member. What you may want to do is check the Minnesota sites on Rootsweb, and see what the cost would be to request a birth certificate. As you've narrowed it down to a two year period, you shouldn't have to pay extra search charges. I'm not sure if the parent's names are required, but that information most likely will be in the MN page. Morgan Judy Buller wrote: > > Does SKS have access to the U.S. census? 3. Actually better than that would be to look into a one month subscription for genealogy.com. Ancestry.com doesn't have an index for the 1900 census. I looked to see if I could easily find your Houston but there were 141 enumeration districts for Minneapolis. Genealogy.com costs 14.95 for a 1 month subscription to the 1900 census but it has a head of household index. seems to me that you would be able to fully go though 141 ED's in 14 days, compared to 30 days with an index, you should be able to find her, her parents, and possible relatives in the area. Oh Minneapolis is in Hennepin County. Good Luck. Becky Kendall Kokomo, Indiana, USA

    1. [SCTCDN] Post 1901 Census - re: Response from Information Commissioner
    2. Gordon A. Watts
    3. Greetings Freda and All. FYI If anyone is steppping beyond the boundaries of their domain, it is Statistics Canada! The letter from the Information Commissioner states: "the schedules of the 1906 Special Western Census are in fact, held within the custody and control of S.C. We have also determined that the National Archivist has no statutory means to compel the Chief Statistician to provide the records to the NA." I have a problem with these statements. While the records of the 1906 Census may currently be "held within the custody and control" of Statistics Canada, we do not believe that they have LEGAL "custody and control". A major part of our legal action will prove, through the various legislative statutes, that Statistics Canada does NOT have LEGAL control of these vital records. Instructions to Officers and Enumerators of Census, which Statistics Canada frequently advises were given "the Force of Law" by the 1906 Census and Statistics Act, clearly states that the records of that Census would be "stored in the Archives of the Dominion" (now the National Archives). Further, the National Archives of Canada Act contains clauses stating: (emphasis mine) "4. (1) The objects and functions of the NATIONAL ARCHIVES OF CANADA are to conserve private and PUBLIC RECORDS OF NATIONAL SIGNIFICANCE and FACILITATE ACCESS THERETO, TO BE THE PERMANENT REPOSITORY OF RECORDS OF GOVERNMENT INSTITUTIONS and of ministerial records, to facilitate the management of records of government institutions and of ministerial records, and to encourage archival activities and the archival community." "6. (1) The RECORDS OF GOVERNMENT INSTITUTIONS and ministerial records THAT, IN THE OPININON OF THE ARCHIVIST, ARE OF HISTORIC OR ARCHIVAL IMPORTANCE SHALL BE TRANSFERRED TO THE CARE AND CONTROL OF THE ARCHIVIST in accordance with such schedules or other agreements for the transfer of records as may be agreed on between the Archivist and the government institution or person responsible for the records." The emphasized portions of the above clauses clearly state that the National Archives will be the permanent repository of records of government institutions, i.e Statistics Canada. They also clearly state that the National Archivist will determine what government records are of historic or archival importance and that SHALL be transferred to the care and control of the Archivist. It does not state that the records MIGHT or MAY be transferred, but says they SHALL be transferred I am not a lawyer but in legal terminology I believe that SHALL, MIGHT or MAY have significant differences in their intent and meaning. In regards the "schedules or other agreements" between the Archivist and "government institution or person responsible for the records" it is believed that this would refer to WHEN the records were transferred, not IF they were transferred. No statute exists anywhere that states the "care and control" of the nominal records of Census for 1906 is within the purview of Statistics Canada. Nor, for that matter, is there any statute that gives Statistics Canada that "care and control" for the Census' of 1911 or 1916. We believe that "care and control" of those records is legally that of the National Archivist. Has Statistics Canada stepped beyond it's boundaries? I leave it to you to decide for yourself. In my opinion the answer is a definite YES! Happy Hunting. Gordon A. Watts gordon_watts@telus.net Co-Chair, Canada Census Committee Port Coquitlam, BC http://globalgenealogy.com/Census en français http://globalgenealogy.com/Census/Index_f.htm ----- Original Message ----- From: "Freda" To: <CANADA-CENSUS-CAMPAIGN-L@rootsweb.com> Sent: Sunday, September 01, 2002 10:42 PM Subject: [CCC] ATI requests Hello All - Received a reply this past week from John Reid re my complaint at being refused 1906 Census info from NAC. It is fairly lengthy but suspect others will get the same piece of info, probably photocopies to all. In this letter he says in part "During the course of this investigation and another related investigation, we learned that the schedules of the 1906 Special Western Census are in fact, held within the custody and control of S.C. We have also determined that the National Archivist has no statutory means to compel the Chief Statistician to provide the records to the NA. Therefore, I am satisfied that NA's response was correct. This said, NA ought not to have told you your request was abandoned as clearly you took no action to do so, not did any of the customary circumstances warranting abandonment of a request apply. As well, you ought to have been told of your right to complain to this office." Further on the last paragraph states "Having now received the report of my investigation, you have te right to appy to the Federal Court of Canada for a review of NA's decision to deny you access to requested records. Such an application should name the Minister of Communications as respondent and it must be filed with the Court within 45 days of receiving this letter." Well!! Just who is overstepping the boundaries of their domain? As I read it there must be a statement somewhere in this particular census that misses stating the NA get access for storage, or is there a statement that this 'Special' Census does not be handled in the same manner as ordinary 10-year types. What would have made this outside the normal jurisdiction of Census? Freda

    2. Hassall
    3. Hi there I am looking for information on NEIL CAMPBELL and his wife of KINCARDINE, BRUCE COUNTY, ONTARIO abt. 1910. I believe they were childless and took in a girl named JEAN LEITHEAD (pronounced : light - head). She stayed at the Campbells for several years. Also, their nephew WALTER HOUGH lived with them. An article appears below. PTE. WALTER HOUGH HOME Was Wounded at Hill 70-Still Has to Use a Cane - On Wednesday evening the 13th. lnst. Pte. Walter Hough arrived home unexpectedly and there was no welcolme for him. This was not thet fault of the citizens as not even his Uncle Mr. Neil Campbell, knew of his coming. He enlisted at Weyburn Saskatchewan, on December 8th., 1915 with the 152nd. Battalion. He went overseas in September 1916. He went to France in April 1917, being drafted into the 5th. Battalion when he saw steady action until August 16, 1917 when he was wounded at Hill 70. He was shot in the left leg and thigh and it was of such a serious nature that he was sent to England where he has been ever since under treatment in the various hospitals. He sailed for Canada on October 31 on the Neuralia arriving in Halifax on Nov. 10th. He suffers from a stiff leg and is still under hospital treatment. He hopes he will eventually be cured but fears he will never have the same use as he once had of his leg. He has a farm at Weyburn which he gave up to enlist and do his bit. He will spend a week with his uncle and aunt, Mr. and Mrs. Neil Campbell before returning to Burlington Military Hospital. On Thursday the 14th. he was given a reception at the same time as the arrival of Pte. Lake.' Thanks for reading this Judy in Canada

    3. Must make a comment here ;-) The OCFA is primarily a *starting point*. It should also direct you to the local gen society who will then do a lookup for you, at an extremely small charge, to help you pin down which of these names is yours. Have you contacted the society listed for your particular area? And yes, I am biased towards the program, as I'm doing the Nova Scotia version of the OCFA, with permission of Jessica (Ontario) and Ron(BC). FWIW, before these sites came online there was virtually no way a long-distance researcher could even get an *idea* of where to go to look in these two provinces. 1. [SCTCDN] Post 1901 Census - Comments on 2001 Census forms
    2. Gordon A. Watts
    3. Greetings All. Prior to the 2001 National Census of Canada being taken we suggested that respondents should make use of the "Comments" section on the Census form to voice their support for access to Historic Census. We also posted a brief statement of that support that could be printed and included with the form. In making these suggestions we did so without any real expectations of being able to find out the numbers of those that followed them. I recently asked Statistics Canada about the numbers of comments supporting access that had been written on the forms. This morning I received the following response from Mary Ledoux of Statistics Canada "Gordon, I've heard back from Census Operations Division and have been told that a systematic review is being undertaken of the notes that appeared on the forms for the 2001 Census but this work is still underway and a summary of the findings has yet to be completed. Certainly these notes would have been examined as part of the various edits which are performed on the forms (at the enumeration stage, and again at the high level edit of household completeness) if the information in the note was relevant to the operation being performed. But the more systematic review, which selects a sample of forms and categorizes the comments in order to produce weighted estimates to represent the universe of comments received, will provide much more insight into the feedback given by Canadians. This study is expected to be completed within the next couple of months. In addition to written comments on the questionnaires, we received a number of inserts which supported the release of historical census information. I am told there were approximately 400 such inserts included with questionnaires." I have asked to receive a copy of the summary of findings when it is completed. In a population exceeding 32 million 400 is an insignificant number. We are pleased that at least that number included our inserts with their Census forms. Insignificant as it may be, 400 of these inserts is certainly sufficient for the bureaucrats to take notice of them. I await with interest the summary of the written comments yet to come. The support of all is appreciated. Happy Hunting. Gordon A.
