    3. Canadian Genealogy Centre symposium On Friday 13 September 2002 I received a letter from Ian E. Wilson - National Archivist of Canada, inviting me to attend the first symposium of the Canadian Genealogy Centre entitled "Canadian Genealogy Online: Building an Innovative Model of Co-operation" to be held in Gatineau, Quebec, at the Canadian Museum of Civilization on November 1, 2 and 3, 2002. The letter of invitation stated: "The National Archives of Canada, with the National Library of Canada, is developing the Canadian Genealogy Centre in order to better serve Canadian genealogists. With the assistance of Canadian Heritage and other partners from archives, libraries, and genealogical and historical societies, this new Centre will also offer genealogical content, services, advice, research tools and the opportunity to work online on group projects, in both official languages. We hope to foster dialogue between genealogists, and current and potential partners in order to gain a better understanding of their needs and expectations." The symposium will consist of a number of plenary sessions and group discussions as follows: Session 1: Relationships between users and stakeholders providing genealogical services. 1. Which consultation strategies and methods should the CGC adopt? 2. What are the needs of the users and service providers? What genealogical products and services do users and providers wish to have access to through the CCG? 3. What projects should be set as priorities in developing online CGC components and what partnership projects would be required to achieve them? Session 2: Partnerships at the Canadian Genealogy Centre. 1. What are the challenges (responsibilities, commitments, advantages) of participating in the CGC as a partner? What do we mean by the term governance? What governance model would be most effective for the Centre under the leadership of the National Archives of Canada and the National Library of Canada? 2. What services should the CGC provide and what balance should there be between free services and billed services? What role could the private sector play in all of the CGC's activities? What ethical issues could the CGC raise? 3. What would the roles and responsibilities of the various stakeholders be in implementing the CGC in terms of access to information, protection of personal information, and security with regard to developing Web tools? Session 3: Approaches for the Canadian Genealogy Centre and stakeholders with respect to the production and sharing of content. 1. What projects could partners carry out together? (e.g. indexing, research tools and genealogical resource directory.) 2. What's new in the exchange of genealogical information? (e.g. online collaborative tools such as Meeting Place and volunteer mobilization efforts.) 3. What protocols would have to be put in place for quality control of the content? Some meals are provided, and a closing banquet will be given in conjunction with a guided tour of the National Archives of Canada's Gatineau Preservation Centre. Cost of transportation and accommodation, however, is the responsibility of those attending. I suspect some attendees will have assistance from some of the genealogical and historical societies they represent. Others who have been invited may be unable to attend because of the costs involved. Thanks to having collected Air Miles for the past several years I have managed to arrange to attend this symposium. I am advised that Ian Holmes, President of the Alberta Genealogical Society, George Lake, chairman of the Alberta Family History Society, and Rick Roberts of Global Genealogy will be attending the symposium. Watts gordon_watts@telus.net Co-Chair, Canada Census Committee Port Coquitlam, BC http://globalgenealogy.com/Census en français http://globalgenealogy.com/Census/Index_f.htm Permission to forward without notice is granted. *********************************** Post 1901 Census Issue Summary ** 235 years of Census records, from the first Census of New France in 1666, up to and including the 1901 national Census of Canada, currently reside in the National Archives of Canada and are accessible to any person or body for purposes of research. ** Clauses in the Access to Information and Privacy Acts make specific provision for public access to 'personal' information contained in Census 92 years after collection. ** The National Archives of Canada Act provides that the National Archivist shall determine what records of government are of historical or archival value and that shall be deposited in the National Archives. ** The National Archivist, Ian E. Wilson, has determined that records of Historic Census do have historical or archival value and are, in fact, a National treasure. He has formally requested Statistics Canada to turn control of the 1906 Special Census of the Western Provinces (Alberta, Saskatchewan and Manitoba) over to his control. ** Statistics Canada (i.e. Chief Statistician Dr. Ivan P. Fellegi) refuses to turn control of Historic Census records after 1901 over to control of the National Archivist of Canada. ** The rational for this refusal is based on misinterpreted legislation and Instructions to Officers and Enumerators of Census going back as far as 1905, and Statistics Canada's claim that a 'promise' was made to the people of Canada that confidentiality of Census was perpetual. ** Statistics Canada has been unable to provide a single piece of documented evidence that a 'promise' of 'confidentiality of Census in perpetuity' has ever been made. It does not exist! ** In November 1999, then Industry Minister John Manley appointed an Expert Panel to study and make recommendations regarding public access to Historic Census Records. Their report, finally made public 15 December 2000, found no evidence that legislators of the day intended that records of Census were to remain confidential for all time. They recommended allowing public access to all Census records, past, present and future, 92 years after collection. They urged caution only in the method by which records from 1918 to 2001 were made available. ** In making the Report of the Expert Panel on Access to Historical Census Records public, then Industry Minister Brian Tobin discounted the recommendations contained therein, claiming that 'further broad-based consultations with all Canadians' was required. He stated these consultations would take place with already mandated reviews of the Access to Information and Privacy Acts. ** The review of the Access to Information Act took place and the report released with no mention of public access to Historic Census records - it was not part of their mandate. A review of the Privacy Act is not expected to be completed within three years, and access to Census is likewise not included in the mandate of those expected to review it. ** In December 2001 and January 2002 a series of Town Hall Meetings and Focus Groups were conducted across Canada. Of 157 presenters at the Town Hall Meetings, 151 were fully supportive of unrestricted public access of all records of Census, 92 years after collection, in accordance with current legislation. ** Each of these 151 presenters likewise rejected the so-called 'compromise solution' being pushed by Statistics Canada as being too restrictive in who might access the records, what information might be accessed and what might be done with information retrieved. ** The 'compromise' does not do what it is proposed to do. It would be excessively expensive to set up and maintain, and would be a bureaucratic nightmare to administer. It would prevent access for the greater portion of the Canadian population that do not live within reasonable travel distance to a government office holding copies of the Census records. ** Instructions to Officers and Enumerators of Census from at least 1901 to 1946, having the Force of Law, contain clauses that state that records of Census "have value as a record for historical use", that "The census is intended to be a permanent record", and "its schedules will be stored in the Archives of the Dominion." If any 'promise' was made to the people of Canada regarding Census it was this. ** On 5 March 2002, Calgary lawyer Lois Sparling, on behalf of the Canada Census Committee and many thousands of genealogists and historians, submitted an Application for Judicial Review to the Federal Court of Canada. The purpose of this Application is to obtain a Writ of Mandamus to compel the Chief Statistician of Canada to turn control of 1906 Census schedules over to the National Archivist. It was later modified to include a request for certain declarations relating to public access of these records. At the time of writing the legal action is proceeding more or less as expected. ** To date (September 2002), more than 55,000 signatures have been sent to Ottawa seeking to regain public access to Post 1901 Census records on the same basis as records up to and including 1901 are currently available. ** There is still a requirement for signatures on petitions (downloadable from the Post 1901 Census Project website), and for letters to be sent to MPs and Senators seeking their support for access. With an expected proroguing of the current session of Parliament on 30 September 2002 all Bills and Motions (including Bill S-12) will cease to exist. It is expected that Senator Lorna Milne and MP Murray Calder will immediately re-introduce their Census Bills. This will be the third time our Bills have been started from scratch. It is therefore essential that we continue to reinforce our desire for access with our elected and appointed representatives.

Peter, born 30 Mar 1794. Died Vancleek Hill, Ontario, 18 Mar 1875. Archibald, born 27 Oct 1795, died Vankleek Hill, after 1871. Wife Catherine Shaw, children Marion M. and Mary Ann Stirling (born 22 Jul 1839). Ann born Newbiggings, Lecropt, 22 Jul 1797. Died after 1852. Dr James Stirling, born 23 Feb 1799 at Lecropt. Died 1857? at Old Homestead, Vankleek Hill. Married Sophia Centres in Nov 1843. Five children. Any info welcomed.

For those who have tried to access the Post 1901 Census Project website today, and have been unable to do so, it appears that there are server problems that are preventing access. Upgrades were made to the servers this past weekend and for awhile a similar situation existed. It was thought that the problems were rectified, but they have apparently re-occured. This problem may exist until Rick Roberts returns from a trip to Ottawa on Monday. Attempts are being made to contact someone else at Global who might be able to rectify the problem but so far no luck in this. Websites that are affected and not accessible are: Global Genealogy & History Shoppe http://globalgenealogy.com The Global Gazette, Canada's Online Family History Magazine http://globalgazette.net Global Heritage Press http://globalheritagepress.com The Post-1901 Census Project (Canada) http://globalgenealogy.com/Census The Lanark County Genealogical Society (Ontario, Canada) http://globalgenealogy.com/LCGS There have recently been a number of problems on the Internet.     3. My lines of interest at the moment are Thomas Lane (Lean or McLean) b.1824 at Bonneybridge, Stirlingshire, Scotland - to Canada pre. 1855. Resided at Ingersol, Greenock Twp. Bruce Co. and Woodstock, Ontario before moving on to Birtle, Manitoba in 1880. Elizabeth Brydon born Yarrow, Selkirkshire, Scotland - to Canada pre 1855. Married Thomas Lane (above) in 1855 at Brock District, Ontario. Daniel Dewar is thought to have been born at Perth, Scotland about 1827. Family lore says Daniel was brought to Canada about 1829 with Chief MacNab. He resided at Renfrew, Ontario and it is said that at one time he was a sheriff or police officer and also plied his trade as a blacksmith. Richard married Isabella SCRYMGEOUR, daughter of James and Margaret (nee Knight), born 1843 (in Greenock, Renfrew, I think). Richard and Isabella were married in 1861 Greenock and the copy of their marriage certificate shows both sets of parents deceased. They emigrated to Newfoundland 1872-1874 with their children Martha, Jessie, Richard and Margaret, then James, William, Charls, Isabella and Jean were born in Newfoundland.     3. John McArthur was a miller in Cumberland born in Perthshire Scotland November 10, 1930, died in Cumberland May 10, 1896. His parents were John McArthur and Catherine McGibbon. (The family story is that Catherine died of smallpox on the boat in Halifax harbor. I have found no evidence one way or the other.) His first wife was Ellen Dale born in Canada East, probably Dalesville, died August 25, 1864. Their children were: (1) Nancy McArthur, born about 1855 died May 10, 1881 (2) Robert John McArthur, born in Cumberland in 1858. He married Charlotte Augusta Kendall March 22, 1881 in Buckingham, Papineau, Quebec, Canada (3) Martha Ellen McArthur, born 1859. In Ottawa city directories she ran a knitting factory on Bank St. She did not marry as far as I know. She may have moved to Seattle, Washington. (4) Charles Daniel McArthur, born May 10, 1860 in Cumberland died July 16, 1931 in Appleton, Outagami, Wisconsin. He married Jessie Harriet McCallum August 31, 1880 in Ottawa. (5) Catherine (Cate, Kate) McArthur, born about 1862, died February 25, 1920 in Cumberland. She was Assistant Matron and later Matron at the Home for Friendless Women in Ottawa, Ontario. She did not marry as far as I know. (6) Samuel McArthur, born May 1864, died August 10, 1864 John, Ellen, Nancy, Samuel, and Kate are buried in Dale's Cemetery in Cumberland, Ontario. Children of Robert John McArthur and Charlotte Augusta Kendall: (1) Nancy Naomi McArthur, Born January 01, 1882 in Cumberland (2) Rudy McArthur, (3) Kendall McArthur, and (4) Sidney McArthur, I don't find Ontario birth records for these three. They may have been born after the family moved to Hull. Children of Charles Daniel McArthur and Jessie Harriet McCallum: (1) Raymond McArthur, born July 04, 1881 in Cumberland, died in Michigan (2) Florence McArthur, (3) Nellie McArthur, and (4) Lola McArthur, I don't find Ontario birth or death records for these three. They all died young. They may have been born after the family moved to Hull. (5) John Gordon McArthur, born about 1844 in Hull, Quebec (6) Arthur Stanley McArthur, born November 23, 1888 in Hull, Quebec died January 13, 1942 in Washington, D. C. (7) Harriet McArthur, born October 24, 1893 in Escanaba, Michigan died March 07, 1982 in Spokane, Spokane, Washington On June 3, 1884 John McArthur married Marion Baikie in Ottawa. She was born about 1845 in New Edinburgh, Carleton County. Her parents were John Baikie and Marion Wilson. They had at least one daughter. Beverley, I am not sure that I am a great help on adding to your Sim line, but I have found all sorts of information on my various relatives of my Gordon line by using the 1901 census in this area of Ontario. I have found lots of my lot in Scott Twp, Brock Twp, Reach Twp and Eldon Twp. Your Sim males would still probably be round Brock and you get all sorts of info on their birth dates, when they came to Canada, if they can read and write, speak Gaelic, French, English etc.Presumably you could chase the next generations in their area of Ontario. Put in the specific Township. Look under Schedule1 as that has the people's name. Just go into Canadian archives. I can get you the direct URL if you like.
