Last fall there was a brief period where there was a number of postings expressing concern that Statistics Canada had let a contract to Lockheed Martin (Canada), a subsidiary of an American based company, to conduct the upcoming National Census of Canada in 2006. Today, a great number of people received short and long forms of a '2004 Census Test' that included a question based on release of information provided being released 92 years after the 2006 Census is conducted. This 'informed consent' provision is what caused the greatest concern of people who oppose the conditions and restrictions of now defunct Bill S-13. It would seem that even though Bill S-13 will not be re-introduced during this Session of Parliament, it has not been forgotten. Our illustrious Chief Statistician - Ivan P. Fellegi - still appears to be intent on forcing some provisions of it upon the people of Canada. There is currently no legislative provision for the inclusion of an 'informed consent' provision for future access of information provided to Census. Should such a question be included on the schedules of the 2006 Census it would, in my opinion, be done in contravention of existing legislation. Not that this would be anything new for our Chief Statistician, as in his refusal to return care and control of Canada's Historic Census Records to the National Archivist he is, again in my opinion, currently in contravention of at least three and possibly four existing Statutes of Canada. For the benefit of those who were not blessed by receiving one of the "2004 Census Test"s, Question 8 on the short form and Question 53 on the long form reads as follows: "The Statistics Act guarantees the confidentiality of your census information. Only if you mark "YES" to this question will your personal information be made public, 92 years after the 2006 Census. If you mark "NO" or leave the answer blank, your personal information will never be made publicly available. Does this person agree to make his/her 2006 Census information available for public release in 2098 (92 years after the census)? Yes __ No __ " The wording of this section states quite clearly the point that I have made numerous time, including in my testimony before the Senate Committee reviewing Bill S-13 -- those who do not respond to the question will be viewed as having responded negatively and their information will be withheld. The Moose Jaw Times Herald today included an article that indicates that MP Dick Proctor (NDP - Palliser, SK) has introduced a Private Members Motion (M 587) seeking approval from MPs to reconsider the deal with Lockheed Martin (Canada). The motion of MP Proctor states: "That, in the opinion of this House, the government should reconsider the contract it signed with Lockheed Martin (Canada) for that company to provide systems and processing technologies for the Canadian census to be conducted in 2006." The Times Herald article concluded by stating "Some persons upset with the contract have set up a Web site of protest at www.vivelecanada.ca . I cannot state that I agree with everything on this website. On some things it has my support. It links the issues mentioned above and provides a letter of protest regarding the contract let to Lockheed Martin (Canada). It allows you to modify anything in this letter that you wish to change and provides the means of sending it. It suggests the boycotting of the 2004 Census Test. The website indicates the 2004 Census Test is voluntary and as such there is no penalty for those not wishing to complete it. Thanks to the translation skills of Gilbert Provost -- who translated our NEW petitions, and Lise Drapeau -- who did some other translation for me, we now have our NEW petitions online in both official languages. Tonight the French language petitions were added to the Post 1901 Census Project website, at the URL following my signature. The English language petitions have been modified slightly. The wording has not changed but a smaller type font was used to permit a greater number of signature lines to be included on the pages. There are petitions to the House of Commons and to the Senate for residents of Canada to sign, and a Non-Resident petition for those living outside of Canada to show support for our goal of regaining public access to ALL Historic Census Record of Canada, 92 years after collection. All petitions are now available in both French and English languages. We ask that concerned individuals, Family History Societies, and Historians -- anyone wanting to regain public access to Canada's Historic Census Records, to download and circulate these petitions. Ask any genealogical or historical organization you belong to to ensure that their membership is aware of the Census issue and our NEW petitions. Hello, While looking through the Archives of the ME (USA) List this week looking for something else, I accidentally came across a posting from July 2000: "1650 SCOTS Prisoners shipped to Lynn, MA and Berwick, Maine" "In November 1650 a number of these prisoners were apparently sent to Boston in the "Unity," arriving in New England early in 1651, no doubt. Sixty of these prisoners were sent to Lynn to work in the iron industry. ........" I posted a query, and found out they probably went to the Virginia or Maryland colonies. (pre-1775 was "Thirteen Colonies.") This is just an FYI for you.     3. Greetings All. For some time consideration has been given to having a NEW Petition for release of Historic Census records. Our previous petition was worded in general terms. It had an effect. It did not, however achieve our ultimate goal -- that being the continued public access, without conditions or restriction, of ALL Historic Census records of Canada 92 years after collection, in accordance with provisions of the Access to Information and Privacy Acts and Regulations attached thereto. Our NEW petitions are worded in very specific terms -- giving explicit direction regarding what we seek, and the reasons for our request. There are petitions available for the House of Commons and the Senate of Canada, as well as a petition of support for those living outside of Canada. The NEW petitions in English are downloadable NOW from the Post 1901 Census Project website at the URL following my signature. French versions of the petitions will be available as soon as they can be translated by a member of the Canada Census Committee. We ask that concerned individuals, Family History and Genealogical Societies, and Historians -- anyone wanting to regain public access to Canada's Historic Census records, download and circulate these petitions. Attend the meetings of your local organizations to ensure that they are aware of the Census issue and the NEW petitions. Ask them to advise their membership through their newsletters. Ask them, if possible, to include copies of the petitions when mailing their newsletters to their membership. The current thought is that signatures will be collected and held -- probably until after the upcoming expected federal election. This would likely mean that the first signatures would be presented to Parliament after the summer. This would give us several months to collect signatures. There will be no deadline for collecting signatures on the NEW petitions. We will continue until we have achieved our goal. We would like to receive completed petitions as soon as they are available. Our original petitions sent more than 62,000 signatures to Ottawa. Let us make a concerted effort to beat that number with our NEW petitions. When sending petitions to us please include a note indicating where and by whom signatures were collected -- i.e. name of organization etc. With your help we WILL regain the public access to Canada's Historic Census records that are currently being withheld from us! Greetings All We have been campaigning now for more than six years to regain unresticted public access to all Historic Census records of Canada in accordance with the Access to Information and Privacy Acts. We have not yet succeeded. What is noted after all this time is that there are still a great many people who are not aware of the Census issue, or that believe with the release of the 1906 Census of the NorthWestern Provinces the issue has been resolved. This would include a great many people who belong to genealogical or historical organizations. Let me assure everyone that public access of 92-year-old Census records is still very much an issue. The release of the 1906 Census records, although very welcome, resolved nothing for records after 1906. The Canada Census Committee is making a renewed effort to ensure that as many people as possible become aware that Canadian records of Census after 1906 are still being withheld by the Chief Statistician of Canada. With that in mind we seek your assistance. We ask that you attend meetings of your organizations to ensure those attending are aware that without their assistance we may not see any records of Census in Canada past 1906. Contact the editors of your organization's Newsletter and ask them to inform their membership about the Census issue through their publications. We need contact information for as many Canadian genealogical and historical organizations as possible. Mailing addresses etc. are relatively easy to find for the major organizations. It is more difficult for smaller, local groups. Please send to me, at my email address below, the full name of any genealogical or historical organization you belong to. Include full postal mailing address, email address and any applicable website URLs. If possible include the name of the President, or major contact of the organization. This information is needed in order to enable us to contact as many people as possible. It is my intention to include pages on the Post 1901 Census Project website containing this contact information. I hope the end result will be a more comprehensive, up-to-date listing of such organizations (Canadian) than any I am currently aware of. In responding to this request please use the subject line "Addresses for genealogical/historical organizations" (without the quotes).     3. Greetings All. In a telelphone conversation with Dan O'Donnel, Privacy Commissioner Investigator, I today learned that there will be a further delay in receiving a decision of the Information Commissioner regarding our complaints against Statistic Canada. I was advised that some further procedural issues had arisen, and that it was necessary to have meetings with up to three more individuals. One of those meetings is scheduled for Monday 5 April, another for the following week, and depending on the outcome of that meeting, possibly a meeting with third individual during the week of April 19. Following that, the Information Commissioner reviews the evidence and makes his assessment, after which he contacts the Chief Statistician to advise him of that assessment and make recommendations regarding it. It is my understanding that the Chief Statistician has up to two weeks to respond to the Information Commissioner. Mr. O'Donnel's best estimate of when we could expect complainants to be given letters of response was about 4 June 2004 -- four days before our legal action is heard by a Federal Court Judge. He indicated he would contact me if it was likely this would happen sooner. Mr. O'Donnell is restricted in what information he can provide prior to a decision by the Information Commissioner. He was unable to tell me anything more about what procedural issues had arisen, or who still needed to be interviewed. In response to my questions, he indicated that the situation was not a carbon copy of that for the release of the 1906 Census records. He indicated that there was different legislation to be considered. I responded that the 1911 and 1906 Censuses were conducted under the same legislation. He agreed with that but stated that in addition, the proposed legislation of Bill S-13 had to be considered. He indicated that this was the case even though Bill S-13 was dead. In making a decision regarding our complaints, I believe no consideration should be given to Bill S-13. Any decision should be based on existing legislation and regulations -- not on proposed legislation that has died on the order paper. I advised Mr. O'Donnell that consideration of Bill S-13 in this matter would be akin to a traffic cop giving me a ticket for an infraction contained in proposed future legislation for which there was no guarantee that it would ever be passed. I will be writing the Information Commissioner to advise him of my feelings regarding consideration of Bill S-13 when making his decision on our complaints against the Chief Statistician.     3. Hi Merri, I just checked my Atlas and there is no Isle of Gladstone listed. There is a Gladstone in Manitoba, Canada, one in N.S.W. and another in Queensland as well as one listed as being in S. Aust. I am assuming the last abreviation is for Southern Austrlia. I looked at the one in Manitoba to see if it was near a lake or other body of water where there might be islands, but while Lake Manitoba is not far away, it's not that close either. My ancestor, William MACPHERSON and wife Mathilda LEDUC MacPherson are said to have hailed from the Isle of Gladstone. I have never been able to locate such a place. If anyone has any suggestions as to a similar location or 'sounds like' place, I'm grasping at straws. I can not find anything out about this family in Quebec from ca. 1830 to probably at least 1900 in the St. Timothee or Valleyfield area. Hamilton, M.D., from Lanarkshire, Scotland, on the Danforth Road, near Bunker's Hill, and later on Lot 24, Concession D, with his brother-in-law with John Torrance, who I presume was married to a ? Hamilton. Who was this Hamilton family and who are the descendants, ancestors, cousins? There was also a Sarah Hamilton married to Abraham Torrance, who had a son John Torrance Is anyone out there related to these Hamiltons? Descendants, ancestors, cousins?

Another opportunity to meet with your MP in their Constituency Office to discuss with them our concerns regarding regaining public access to Historic Census records, 92 years after collection. Addresses for Constituency offices are now on the personal Correspondence Logs of each MP on the Scoreboards of the Post 1901 Census Project website at the URL following my signature. Access the Scoreboard and click on the MPs name in the left hand column to access their Correspondence Log. While there check the current position shown for your MP. We seek to regain exactly the same public access -- without conditions or restrictions -- for records of Census after 1906 that we currently have for 240 years of records up to that time. We do not seek to gain something that we have never had. We seek instead to regain the access to these vital records that has been improperly, and believed illegally, withheld from us by the Chief Statistician of Canada. Current legislation, in the form of the Access to Information and Privacy Acts, and Regulations attached thereto, clearly states that personal information collected through Census may be provided to any person or body for purposes of research 92 years after collection. The National Archives Act clearly states that it is the National Archivist -- not the Chief Statistician of Canada -- that determines what government documents are of archival or historical value and that SHALL be deposited in the National Archives. The National Archivist, Ian E. Wilson, has determined that records of Census are a National Treasure and requested care and control of the records in question be returned to him. His request was refused by Chief Statistician Ivan P. Fellegi. Our MPs must be informed that no civil servant -- regardless of how highly placed -- is above the Laws of Canada. The Chief Statistician must be directed by the government to obey the Laws of Canada and to return care and control of Historic Census records to the National Archivist -- who should have that care and control to begin with. On 24 January 2003, the government released and placed online scanned images of the 1906 Census of the Northwestern Provinces. The release was made with no conditions or restrictions to access. In so doing the government has conceded that existing legislation allows them to do so. We expect nothing less for the 1911 National Census -- which should already have been released -- or for the continued release after 92 years of all subsequent Censuses. Happy Hunting. Gordon A.     3. I have just found the maiden name of an ancestor, Ann Jane VALENTINE born Ireland. She is married to: William John FERGUSON or John William FERGUSON born Scotland. A daughter was born to them in Ontario, March of 1839... My question....What records are available for that area in 1838-57, i.e. census, R. C. churches, (maybe not,although daughter herself seems to have been a life-long catholic& lived all life in Wellington County).....Does the 1841 or 1852 census give wife's name, children's ages?     3. Robert Scott married Mary Gillmore (Gilmore/Gilmor) probably in Scotland. Mary Gillmore Scott is reportedly related to Mary Stuart, a sister of Charles Stuart, King of Scotland. That has never been proved. Robert and Mary had a son, John Gillmore Scott, who was born or christened in Amherst, Nova Scotia on June 14, 1773. Besides John Gillmore Scott, they had 2 others sons, William and Robert, as well as 6 daughters. Does anyone have some ideas on how I can find records of when Robert and Mary (Gillmore) Scott arrived in Nova Scotia?? Where did they live in Scotland before going to Nova Scotia?? Were they property owners?? Since Robert had at least one son (John Gillmore Scott) and one grandson (Solomon Johnson Scott) who were doctors, I wonder if he was a physician also. Any leads or help in finding this Nova Scotia family would be appreciated!!! One last note: John Gillmore Scott immigrated to America sometime before he married and before his son Solomon Johnson Scott was born on March 7, 1798.
