    2. The PA Militia Act of 1777 required every male from 18 to 55 to be enrolled and fined if they did not muster and drill on appointed days. It also set up an appeals process, of which records survive, so that a disabled person or someone who was younger or older would not be fined every time their company mustered. As a result, you will find Quaker, Mennonite and Amish conscientious objectors as well as Loyalists listed as private in the 7th class of Captain Nemo's company of militia in such and such county - even though they never served a day. The Pennsylvania State Archives website will allow you to quickly find all the people named Maxwell (or whatever) who were of military age in Pennsylvania.
