Do you have Photoshop or Corel Paint Shop or similar photo editing software? If so, you can open the bitmap file in either one and use the resize feature. I don't recall if either program can handle bitmap, but if they can't, try opening the image in the Windows or Apple image viewer and then saving it as a JPEG file. You'll then to be able to work it in either program as a JPEG image.
