The Pike, Scioto, Jackson, Ross, Highland, (I think) Lawrence, and several other county libraries have copies, as does the Ohio Historical Society and Ohio Genealogical Society, Case Western Reserve Library, Cincinnati/Hamilton Co Library, etc., and probably is orderable via ILL to your local library through the ILL channels. 1860 Pike County Census is Roll 1024, 1870 - Roll 1257, and 1880 - Roll 1958.
