The Federal Communications Commission (FCC) ruled last year that telephone companies cannot charge a per-minute access fee for Internet usage, so reports that such a fee has been approved are simply incorrect. Internet service providers(ISP), such as America On-line and CompuServe, do not charge their subscribers per-minute access fees because they are not charged by local phone companies for using local lines. In contrast, long distance carriers are charged an access fee by local phone companies for the use of local phone lines. In June 1996, four regional telephone companies (Pacific Bell, Bell Atlantic, US West, and NYNEX) asked the FCC for the authority to charge ISPs for use of their local lines. The companies argued that the existing rate structure did not accurately reflect the costs imposed on local networks by Internet users. They recognized that if Internet service providers were required to pay access fees to local phone companies, consumers would be charged for Internet usage. After calling for public comments on Internet access fees, the FCC ruled in favor of consumers. In its ruling the FCC expressed concerns about the effects access charges would have on Internet providers and noted that the net would not have grown so rapidly had users been charged per minute fees. The FCC concluded that ISPs would not be charged access fees to use local phone lines. In another matter, the FCC mediated a dispute between phone companies concerning company-to-company payments. These payments, known as reciprocal compensation, are made from one phone company to another for providing service. For example, if I use Phone Company A to call someone who uses Phone Company B, then A should pay B for completing the call. The question before the FCC is whether calls to ISPs will be subject to reciprocal compensation. In other words, if I use Company A to call America On-line, which uses Company B, is Company A still required to pay Company B for completing the call? The FCC ruled that reciprocal compensation can be recovered for completing calls to an ISP. Since in the above example, company A has no relationship to the ISP at all, the reciprocal compensation will not result in an increased charge to the ISP. So there is not a charge for the ISP to pass onto you the consumer. The FCC consideration of this issue is probably the source of the misunderstanding about per-minute fees for Internet access. Hello list, I've been reading a lot of the bios at the Horry County Historical Site, and found 2 discrepancies. The first one, in James Calvin Bryant's Bio, it states his dtr, Eva Mae, married Dan W. Hardwick. Then in Daniel Webster Hardwick's Bio, it states his future father in law was James Hugh Bryant. Which is the correct middle name of James Bryant? The second one, in the Mayo Story by Evelyn Snider, it list the five surviving dtrs of John & Lucy Mayo. Their dtr, Anna Laura's birthdate is listed as 3/3/76. Their dtr, Ethelinda's birthdate is listed as 8/13/76. Which one was born in 1876? If anyone can help straighten this out I'd appreciate it. Thanks for your time, Pam

I am looking for information on Reba Hughes - daughter of Nepolian Hughes and Ada Singleton Hughes (Nepolian, Ada, and brothers Melvin and James are buried in the Cedar Grove Cemetary). I think she married someone named General Graham. I thought I had found accurate information but apparently there is another Reba Hughes that married Richard Lee Singleton. Also, I am looking for information on Ada Singleton Hughes. I think her brother is William O. Singleton. In his obituary, his mother's name is Jean Sarvis Singleton. World War II Veterans The 1999 Applied Communication Class IV at the Aynor/Conway Career Center has complied a list of 3,813 names of Horry County men and women who served in World War II. They want to honor all servicemen and women who were born in Horry County or had this county as their home address at the time of their enlistment. After about six months of research, they have typed the names. They will be installed permanently in the Horry County Memorial Library. Dear List, I do not know who all on our list lived in Oklahoma but I remembered Princess Bigwhip did (her address is at her site) and many of us have been worried about her. Hello everybody, I have been trying to work on my Martin tree. I am trying to find cemetary listings for the people I have listed in my tree and I have a big problem now. I HAD that J. Elijah Capps married Mariah Thompkins (1866) and they are the parents of Magnolia Capps (my great-grandmother). I also had that Mariah was buried at Rehobeth Baptist and the dates I had for her were 1866-14 May 1925. Well, there is no Mariah listed in the Rehobeth Babtist cemetary listing but I found J. Elijah Capps. Capps, J. Elijah 7 Jan 1858-30 May 1902 Then I found this: Capps, "Sarah M" and it said in parenthesis [w/o J. E. Capps] Jan 1856-14 May 1925 So, I thought maybe her name was Sarah Mariah and the 1866 was a typo and it should have been "56" instead of "66". But to check (and consequently, make it worse) I went back and looked at the parents/siblings for Mariah in my family tree. I found a sister (Martha Thompkins who married Alexander Smith)who was born "August -4, 1856". I doubt that Sarah M born Jan 1856 and Martha born Aug 1856 are sisters. Martha is listed as being buried at Rehobeth too but neither is she listed on the cemetary listing for Rehobeth Baptist. If anyone has any information on this line that may straighten this mess out I would appreciate it! Also, I guess this is a lesson for doing your own research and double checking whenever possible! I have redone the Horry County GenWeb page at http://www.cityathletics.com/horry with the minimum requirements of the genweb project. 99.9% of the data will be on the Horry County Historical Society's site. I have not heard yet if they accept it. The importance of keeping peace with the SCGenWeb is to maintain a link to the Horry County data through the GenWeb project. It was desired to have a link directly from the SCGenWeb project to the Horry County Historical Society, but they (the SCGenWeb coordinators) felt that the site didn't met the requirements. Therefore, the SCGenWeb link to Horry County must go to a different site, ie http://www.cityathletics.com/horry where it has been for awhile. Once visitors get there, I think they will get the hint that the bulk of Horry County data will be at http://www.hchsonline.org and they will follow the link there. For your information their minimum requirements are: Every page must have a link to the South Carolina State page (SCGenWeb). There should also be a note telling people that if they have an interest in adopting a county they should contact the state coordinator Victoria Proctor and give the email address vproc@ix.netcom.com). Every page must provide a query page. This can be handled either with a form and posted automatically, or with email to the page owner and updated manually, and both ways are being used. Every page should provide some basic research help for the county. For example, many of the county coordinators have provided a list of names, addresses and phone numbers for the county court clerk, library, and genealogical and/or historical societies. Many have also provided a bibliography page showing the reference books available for their county. Reference lookups should be offered if you and your lookup volunteers have received permission from the authors of copyrighted work to do so. You are not responsible for doing lookups or any research for anyone. You might list whatever resources you have in your personal library, offering to do lookups in them. You might also list other books that have been published on your county and ask for others that have these books to volunteer to do lookups. We support fair use but respect copyrights. You should display the SCGenWeb logo on your page as well as The USGenWeb logo. As for our site, Horry County Historical Society, at http://www.hchsonline.org the only change will be at the bottom of each page, the line: 'Official site of the SCGenWeb and USGenWeb projects.' will be eventually be deleted from each page. Craig, The Horry County site is quite good as is and I hope the problems with SCGenWeb can be resolved without any substantial changes. I revisited the site a couple of weeks ago after an absence of several months and was please with the new combined site. I have found several items of value in researching my line. Robert E. Lewis
