I may not be aware of it, but it appears that question 1. remained unanswered so far: Sipsdorf is in the parish Oldenburg in Holstein. Census probably 1803 and 1835, from then on in intervals of five years. From 1845 onward, census records are supposed to state place of birth (parish, at least) of a person that is listed.
