I am interested in knowing if this compilation "Neubürger zu Oldenburg in Holstein 1550 bis 1753" by Karlheinz Volkart consists only of NEW residents to the town of Oldenburg for each of these years, or is it a census-like compilation of ALL residents of the town at a specific time in each year. I believe my ancestors lived in Oldenburg (or a surrounding village within Kreis Oldenburg) during 1738 but their name is not listed for 1738, or for any of these years for that matter.
