The "article" is available from the Family History Library in Salt Lake City. It is in both print form and on microfilm #1183570, item 3. I am puzzled about the reference to s. 170-173. I have a copy of the article and it is 120 pages long! However, your #s could be a reference to the page #s for one surname in one year.
