Ask your researcher for an estimate by outlining what you would like to find, or tell your researcher that you're willing to spend (say) $300 but not above that for now and ask how much research that would allow. All the researchers I've used (including Klaus Struve, who I can also recommend) have been very good about sticking to their original estimates. Most major U.S. banks can wire money to foreign banks. You need your researcher's SWIFT number (a bank routing number) and some banks can wire funds in foreign currency, such as Euros. There's a fee for the wire of about $30 usually, which you'll pay on your end.
