They probably posted the NO Trespassing signs because of the land construction currently going on in that area. If I were you..I would call your local police department and ask them about this. Most likely no one will bother you if you walk on to the property for the purposes of transcribing the site. I have done this several times and have received permission from the local police department. Good luck. I hope you are able to get the names before the cemetery is plowed up by the construction. It is in horrible shape. You might want to take some Childrens sidewalk chalk with you. I had a similar gravesite that had a lot of dust from construction on it. Instead of scrubbing it with cloth to get all the dirt off I just ran it over with the chalk. It was easy to transcribe.
