Born in Madison, Ga., he was a son of Carolyn Yvonne Hill Phipps of Waterloo and the late Floyd Millard Phipps. He was employed by Kesler Construction. Surviving in addition to his mother are his wife, Shelli Martin Phipps of Ware Shoals; three daughters, Kristin Martin of Blacksburg, Ashley Phipps and Taylor Phipps, both of Ware Shoals; two half-brothers, Floyd Millard Phipps of Greenwood and Tommy Phipps of Garden City; three half-sisters, Linda Sue Phipps and Teresa Phipps, both of Garden City, and Patsy Phipps Lee of Gaffney. Services will be held today at 2 p.m. at Gray Funeral Home Chapel in Clinton with burial in Rosemont Cemetery. The family is at the home of his mother at 183 Repose St., Waterloo.
