My ISP limits the size of e-mails, including attachments, to 4mb. Sending pictures, especially in BMP, are usually very large files and if they are allowed by the ISP take a long time to receive, especially on a dial-up connection. While the image is being received it appears that the computer is froze-up, patience is needed.
