I was able to purchase the surviving issues at the Caroliniana Library (University of South Carolina) Columbia on microfilm. I chose the diazo processed films which were very reasonable. I seem to remember they were about $12 a piece and it was a two roll set. Don't hold me to that as it was several years ago. Naturally, I have not gotten around to going through them in detail:( Here is their link. I don't know if you could order them or not but the staff was very friendly and accommodating when I was there. http://www.sc.edu/library/socar/ I don't think there is an actual transcription but I have seen excerpts in a book or two.
