David, I do not have the parents of Dessie (sometimes spelled Dezzie) Phillips, but there are other Phillips connected to the Watts line. William Turner Phillips b 1885, s/o John L Phillips and Elizabeth Harrrell, married Jennie E Watts b 1889, d/o Samuel Davis Watts and Eliza Jackson Brewer. Jennie was sister to Geo Washington Watts, so it seems reasonable that Dessie was at least related, if not a sibling to Wm T Phillips.
