I would like the answer to this also. I have heard that naturalization papers would be held in the county where the person resided. On the other hand, I have read that often immigrants (German and French perhaps) were administered an oath of some kind when they got off the boat in New York, etc. I think this oath was required by the British crown to make sure that none of them were Lutherans or other dissident groups that were a threat to the English church in the 1700s.
