Here it is, in case some missed it from earlier in the week: In 1768, Governor Tryon, reacting to the outcome of a trial of Regulators that he felt was a mockery of justice, issued a proclomation of general pardon to all the Regulators of that Spring except 12, whom he considered as the Principal Leaders. Sorry about the last reply I misread the date as 1778. But with the date as 1768 I'm still confused. Why did Tryon make this list 3 years before the battle?
