    3. Yes friends and/or relative could be the witness(s). I have several pensioners testify with (only an approximate year) and where they signed up (in MD) and who their commander was, all listed in the Rowan & Mecklenburg Co NC court records where they where accepted and did collect their pensions. Maybe someone has seen a study of what criteria accepted vs rejected rev war pension applicants. I do believe that years later there has been documentation found to support some rejected pension claims.
