Friend, Civil registration in Ireland began on January 1 1864. Perhaps there were a few places that were slow in getting started but fundamentally, that was the official start date. Some of the newer time periods have a separate index. Perhaps that was what you were looking at. From the index, you would go to another film and see the actual Vital Record. (I've found them very helpful---my grandmother for example was born in June of 1867 and there was satisfying information on her.) Then after viewing the information on the Civil Record, it would be good to then see what the church record has to say.
