I get some bounces from folks who are not on my list. But I also administer the boards for my county, and have it set up so that the board messages (query, etc) also go to the list. I discovered that some bounces were related to replies to board messages. That was true in the past, Gloria, and those bounces could be very confusing. But we will no longer get any board bounces at all.
