According to the validator at <http://www.htmlhelp.com>, you can't have a border attribute in a frameset tag. Netscape 6.1 and Opera 5.12 show the frames properly. I don't use frames, so I can't say whether this is a limitation in NS 4.7, or NS 6.1 and Opera being more tolerant of a coding error.
