Vicki attempted to send out the first Boards-Admins-Announce message to all board admins using the new tool the board developers had created for that purpose. The tool had a bug that resulted in the error message being sent instead. The message she was attempting to send out was an announcement of the creation of a message board that list admins could tell their list members about for posting messages about recent tragedy.
