If you can load the web pages in your browser, then the public_html directory *MUST* exist. The server won't deliver the pages if it's not there. But -- I'm not doubting that you are having a problem of some sort. So, the best thing to do is post a question with all the specifics including what it was that you did, what you expected to happen, and what actually happened.
