With MS Vista, I use the Windows Explorer, (or My computer if you want to call it that) and navigate to an RTF file, right click on it and click Properties. In the general section, third line down is : "Open with XXX" and the button for "Change". Click on that and choose the program you want to use to view the RTF files.
