It sounds like the notes window is simply not the "focus" window because it's underneath other windows. I don't know why it would be losing focus as soon as it opens but that would explain why it appears the program has stopped responding. You assume the program has stopped responding and use Task Manager to end it, not "open" it. If it's just a focus issue, it's not failing to respond, it's waiting for you to do something in the window you opened, but which is not in focus.
