Afterthought... say you have two sources for a fact and you want to change the order. Try this. Using the Citation Manager for a fact, Memorize the first source and then Paste it to create a copy of the citation at the bottom of the list. Delete the first. You will see that the order has been swapped. With three or more sources, it will take more thought as you cycle through Memorize, Paste, Delete in descending order of importance. It is indirect, cumbersome and awkward but the only way currently available to change the order.
