I disagree that the issue here is a bug. At worst, the UI design is ambiguous because so many people mistakenly believe that the "People to include" function applies to any of the choices other than "Selected people". It probably should be disabled when anything below "Selected people" is chosen. If having a convenient list of the end-of-lines ancestors of a selected person is what is wanted, it does not exist in RM other than by creating the named group as previously described. To have it as an option in the Individual List report is a request for enhancement.
