3B is not the page number. It's the sheet number. Go back to Ancestry, find the page you were looking at, and go back one page to sheet 3A. Somewhere at the top of the page is a stamped number. This was put on the page by a clerk somewhere along the line. It's not part of the original printing. That is the page number you need to find the page on Heritage Quest. Using the arrow to go to the next page should get you sheet 3B.
