I am looking for information on William Webb (Bill), who was probably born in Carroll County, Virginia in the mid-1800's. It is family tradition that he was actually a Phibbs and was adopted by the Webbs. He married Roda J. Meredith in Carroll County before migrating to Tazewell County. hannah@netscope.net
