Our Phoebe was born ca 1769 in Tn, before it was a state. Her father was said to be Dr Asa Riggs, since I can't find an Asa anywhere , he must have been known as something else then . Phoebe's husband was Frazier Brindley, they lived in Jeff Co Tn in 1795, Frazier was on a deed with Jesse Riggs in Jeff and HawkinsCo's. They went ot Franklin Co Ga about 1800.
