Riggs, 60, of La Pine, Ore., formerly of San Diego, died Wednesday. He was born in Port Jervis, N.Y., and was a construction worker. He served in the Army during the Vietnam War. He was a life member of the VFW, Vietnam Veterans of America, Disabled American Veterans and American Legion Post 45 in La Pine, Ore. He served three tours of duty and was awarded four Bronze Stars and the Silver Star. Survivors include his wife, Chris Riggs; and son, Scot Riggs of La Pine, Ore. Services: 5 p.m. Wednesday, La Pine Seventh-Day Adventist Church. A private scattering of ashes was planned at a later date. Donations: La Pine Community Kitchen, P.O. Box 813, La Pine, OR 97739.
