Do you know his kids? Clisby was my Frank Riggs' father. His father was John Henderson Riggs and J.H's father was Walter Clisby Riggs. If any of this is familiar to you, let me know. The Frank Riggs I knew, had a cleaning establishment in Neosho, MO. in the 1970's. I wish I could make contact with his family as they have information I could use in my search. Hope this helps.
