The people weren't all in Rhode Island, I can tell you that, there is great testimony in the actual report that I received from RI State Archives, it's about 80 pages or so, there was testimony from Council members and tribal members. Not all tribal members were for selling their lands to the state and becoming "citizens" of the US, not all agreed, but it appears they did come to the final decision to do it.
