I just wanted to clarify that a non-resident can get a card at the PPL, but unfortunately it is not free. The newspaper access is great, but it doesn't help if you need things before 1983. I never did get a card at Woonsocket - same reason - I couldn't justify the fee. I think it would be grand if someone had a plan to digitize the projo back to the beginning, and all the city directories too!
