Note from Gwen: BA = Baltimore county, KE= Kent county, CE = Cecil county. Baltimore county joins Harford on it's west side, the east side of Harford county is joined by Cecil and the east side of Cecil is joined by Kent. All of these counties have borders on the Chesapeake Bay.
