Do you know if Samuel had a middle name. I can find him in the 1900 Johnson Co. census and he is living near Silas Ratliff that married somone named Lydia. It is a possibility that those 2 could be brohters. If they are then I have your answer. I haven't done extensive research on the Ratliff name but I'm beginning to. So maybe we can figure this out.
