So in May 1770 John is still 15 yrs old and will not be 16 till Jan 1st. Therefore b. 1 Jan 1755. JAMES Riggins was also an orphan of Wm Powell Riggin. 8 May 1770 Bute Co., NC Court James was to be bound to John Morey till lawful age (18 or 21?), now being age 14. Since both James & Powell Raggan/Riggen shows up in 1790 Orange Co., NC it would seem to me that Powell md (1785) in NC, not TN. And if he had children born bef 1790 all would have been born NC. Powell continues to reside in Orange Co. in 1800. TN did not become a statehood till 1793.
