If there father was Wm he cannot be the Wm of SC with son Powell. Looks as though Powell Riggin b. 1777 NC was in KY by 1808 where son James was born, then in TN by 1824 where son John was born. Need access to early TN records of Franklin (city or county) TN of early 1800's (1800-1816) JW Garrett
