    3. Yes, they are the civil marriage records. There are two theories why Hinshaw included them: 1) he wanted to pad the Virginia volume; or 2) he wanted to increase its usefulness. They have misled many a researcher, who assumed that because an ancestor appears in these record that he or she must have been a Quaker.
