David, I read it a little differently-- it looks to me like an old fashioned F, then an old fashioned Q the Q beginning Quebec, then C E My interpretation would be F (for French) Quebec, C (for Canada) E (for East). I don't see it as a place in Vermont. If you look above to earlier entries, the person that did the census wrote Vt quite a bit differently. Also, he writes N.Y. very differently in other places.
