On the 1900 Cass County North Dakota Census, it states his parents were from Ohio. According to family, Stephen's parents died when he was a young lad in Wisconsin. Have you tried the 1860 and 1870 census, you should be able to find him with his family there. If he was born before the census taker came by and if his parents were still alive when he was 10 yrs old. Try the ND and Wis census and the Ohio census. People moved alot then.
