Never believe an email that asks you to delete a file. The jdbg.exe is a legitimate debugger file for Java, and is installed with windows. It is probably not important to most of us. Sometimes these hoaxes talk people into deleting files that are important. In future, either ignore the request, or go to google and do a search for the file. The response you get back will explain the hoax and the file.
