Keep in mind -- some of those European ships first went to New York, unloaded a few passengers there, but then proceeded to Baltimore with the rest of the passengers and where the ship's manifest was filed. I have seen passenger lists in the Baltimore arrival collection where there was a notation in a manifest that indicated a few of the ship's passengers had disembarked in New York. So, passenger arrival films themselves are always the best source -- and even they sometimes have what we believe are "mistakes." Karen B.
