Linda, Just because you were told the parish for Schakenbruch was at Bellschwitz, it doesn't automatically mean that Bellschwitz is where the civil records for Schakenbruch were located. If the Lutheran parish was at Bellschwitz and your ancestors were Lutheran, then it seems logical they would have gone to Bellschwitz. The civil registration records can be very helpful, but generally they do not begin until around 1874 in that area. You did not say when you were looking for this family and the time period is important in such cases. If "after 1874" fits for your family, you may want to check the civil records for Jauth (Gross Jauth), as that was the office for civil registration of Schakenbruch inhabitants. That said, you may even want to check the Catholic Church records for Rosenberg, as it's possible that non-Catholic events were recorded in the Catholic records.
