Hi Pat, I've use Western Union to make payment - fast and easy to do. I basically filled out the form with his name and location (simply Madeira, Portugal) and they do the conversion of the euros to dollars, and it's a quick credit card payment. The payment is usually received by Mr. Andrade within a day. So all in all I have my documents within a week of making payment. Western Union does charge a service fee - but still much less than the banks. You can track the payment, so I think it's worth it. The last fee was around $14 CND - not enough to break the bank!
