Dear Lyn I think it is rather more complicated than insurance. Militia lists were drawn up throughout the country for the enlistment of reservists in time of war - and article you referred to, was at the time of the Napoleonic Wars. I gather that it may be possible to avoid conscription into the military by substitution on payment of a fee - to one of a number of societies. I have googled this topic - and it seems that "Parish records include lists of men liable to serve in the militia compiled by parish constables prior to the ballot, lists of men balloted and their substitutes, and records of payment of relief to militia men and their families. Parish lists of men liable to serve in the militia (ten names or more): were for men between the ages of 18 and 50..." I suggest that the "Substitutes" would be those who could not afford to pay-off the "insurance" - and therefore their names would have appeared in the register for enlistment. Dear Richard, Yes, I have some understanding of the system of ballots and substitutes etc. but this seems, as someone else suggested, more like a lottery. If you subscribe and then are drawn then you get paid funds from the pool of subscriptions. This would, I imagine, help to cover loss of income incurred while you served or the payment to a substitute to serve for the person drawn, especially if you couldn't afford to pay a substitute. I don't think you paid a society the fee for substitution - you paid it to the man who served in your place - he isn't likely going to do it otherwise. It doesn't say but I guess you have to subscribe before the ballot takes place.
