Without getting into too many of the technicalities its a confidentiality thing. Census returns hold personal data and are therefore covered by a 100-year confidentiality agreement. To a certain extent its being applied retrospectively in the case of the 1911 census as the rule didn't exist in the same form back then but the effect is the same - it won't be released until 2011.
