David, Quite a mystery! Don't you find it odd that Arthur has both EVANS and ROGERS in his name but is *not* listed as "wife's son" so intimates he was the son of William ROGERS, yet you're using his birth as a guide to when his father (Rees Evans) likely died? Have you actually located a birth registration for Arthur and/or Lewis (or any subsequent children of this couple)? It may be that the ROGERS' used middle names -- there is one James Lewis ROGERS registered at Presteigne, Dec. Qtr. 1869, but that would make him older than 1 year for the 1871 Census. If Arthur (EVANS or ROGERS) was born at Walton, RAD, the birth should've been registered at Knighton, as should Lewis ROGERS' birth but neither are shown on FreeBMD. It may be incomplete so would be worth looking for it via one of the other pay-for sites -- may turn up the death and remarriage, as well.
